This study aims to analyze the integration of the Islamic economic system within local government policy, specifically Regional Regulation (Perda) of Parepare City Number 11 of 2023 concerning the Empowerment, Development, and Protection of Cooperatives and Micro Enterprises. Employing a qualitative normative-philosophical approach with Maqasid al-Shariah and distributive justice as analytical frameworks, this research examines how Islamic economic principles are implemented, the factors hindering their optimal integration, and the ideal model for future policy. Data were collected through documentation of legal materials, interviews, and observations. The findings indicate that while Perda No. 11/2023 implicitly incorporates Islamic economic values such as community empowerment, mutual cooperation (ta’awun), and micro-business protection its operational integration remains suboptimal. This gap is driven by limited human resource capacity in Islamic economics, structural financial constraints, lack of explicit Sharia-based technical regulations, and low public financial literacy. To foster an equitable, inclusive, and sustainable local economy, this study proposes a policy model that structuralizes Sharia-compliant financing networks, operationalizes cooperative-based ta'awun, and institutionalizes Sharia economic literacy within regional economic frameworks.
