Analisis Pelaksanaan Pilkades 2023 di Desa Telaga Biru Kecamatan Tanjung Bumi Kabupaten Bangkalan Menurut Konsep Syura

Abstract

This paper discusses the implementation of the 2023 Village Head Election (Pilkades) in Telaga Biru Village, Tanjungbumi Sub-district, Bangkalan, from the perspective of the concept of shura (consultation) as a value aligned with the principles of democracy. Based on Law Number 6 of 2014 concerning Villages, villages hold an important position in the regional governance system and have the authority to manage their own community affairs. However, villages still face many challenges, such as poverty, low levels of education, and the potential for social conflict due to weak legal certainty. This study uses a qualitative approach with a case study method, involving in-depth interviews and observations of villagers who participated in the election. The results indicate that the village head election in Telaga Biru Village has had a negative impact on the importance of integrity in collective decision-making, as well as the community’s discipline in upholding democratic values and consultation (musyawarah). The concept of shura emphasizes the importance of accepting differences, being open to compromise, and recognizing the limitations in realizing idealism. This study aims to analyze how the Pilkades process unfolded and the extent to which the principles of shura were applied in forming joint decisions fairly, honestly, and free from manipulation. Emphasizing sincerity and appreciation for diversity becomes the key to building a democratic and dignified social order.
